Implementation and Expansion of IFMIS/HRMIS Programs, including a Biometrically
Integrated Payroll Management System and Digital Headcount Modernization.
AFROPORTAL is proud to announce that, under the prime contract executed by
FreeBalance Inc. and the Ministry of Finance for the Government of South Sudan, we
have been awarded a subcontract covering key components of the project.
• Installation and Configuration of Biometric Devices:
◦ Deploying advanced biometric hardware within the Civil Service Management system designed for a nationwide rollout.
◦ Collecting biometric data for 300,000 civil servants to ensure accurate payroll management.
• Efficient Data Collection and Ergonomic Implementation:
◦ Utilizing an ergonomic approach to streamline data collection processes while enhancing user experience.
◦ Overseeing comprehensive personnel training to guarantee effective biometric data capture.
This award underscores our commitment to driving public financial management
transformation through innovative, scalable solutions. By leveraging cutting-edge
technology and robust training methodologies, AFROPORTAL is set to help modernize
workforce management and improve payroll accuracy for the Government of South
Sudan.

Nationwide Biometric Headcount & Payroll Verification Launched
The Government of South Sudan officially commenced the nationwide biometric headcount and
payroll verification exercise as part of the IFMIS Expansion with HRMIS and a biometrically
integrated payroll management system.
The initiative is being implemented by the Ministry of Public Service and Human Resource
Development, in coordination with the Ministry of Finance and Planning, with support from the
World Bank Group, under the Public Financial Management and Institutional Strengthening
(PFMIS) program
Key objectives of this phase include:
- Verification and validation of public sector personnel records
- Elimination of ghost workers and non-existent employees from the payroll
- Improvement of payroll accuracy, transparency, and accountability
- Establishment of a reliable biometric-based civil service database
The exercise is being conducted in phases, starting with civil servants based in Juba, before
expanding to states, administrative areas, foreign missions, and organized forces. The initial phase
covers five priority ministries, including Presidential Affairs, Cabinet Affairs, Public Service and
Human Resource Development, Finance and Planning, and Foreign Affairs and International
Cooperation.
This milestone represents a significant step in strengthening workforce governance, payroll
integrity, and public sector efficiency in South Sudan.

Ministerial & World Bank Site Inspection of Biometric Registration Centers
The Minister of Public Service and Human Resource Development, Hon. Dak Duop Bichiok,
conducted official site inspections of active biometric registration centers to assess
implementation progress following the commencement of nationwide biometric registration.
During the visit, the Minister reviewed on-site operations, engaged with registration teams and
participating civil servants, and gathered feedback on the registration process. He commended the
teams for their commitment and operational discipline, while emphasizing the importance of
promptly addressing challenges to ensure a smooth and efficient registration experience.
As part of the same monitoring mission, the Minister also met with the World Bank Regional
Director, who arrived in Juba to observe the biometric registration exercise approximately one
week after rollout. Both parties reaffirmed their commitment to the successful implementation of
the initiative and its role in strengthening payroll integrity, workforce accountability, and public
sector governance
The visit underscored the Government of South Sudan’s continued focus on transparency,
efficiency, and oversight, and reinforced the importance of the biometric registration process as a
foundational step toward modernizing public service management and strengthening institutional
frameworks

AFROPORTAL is advancing public financial management through a new collaboration in South Sudan.
This project, signed on March 20, 2024, with the Ministry of Finance and Planning, initiates the IFMIS Data and Training Center. Our strategy merges advanced technology with practical training, empowering South Sudan’s financial systems.
“This project is not just about technology; it’s about empowerment, efficiency, and
transformation. The IFMIS is designed to automate and integrate public financial
management processes, from budget formulation to execution, and from accounting to
reporting. Our goal is to support the government’s vision for enhanced transparency,
accountability, and effectiveness in the allocation and utilization of public resources.”
Project Kickoff Highlights
Our project kickoff in Juba on March 27, 2024, marked the official initiation of the IFMIS Data and Training Center project. During the event, senior representatives from the Ministry of Finance and Planning shared their vision for a transformed public financial management landscape, emphasizing the role of innovation and technology in achieving sustainable development. The kickoff provided an excellent opportunity for all stakeholders to align on project goals and set clear expectations for the upcoming phases. The energy and commitment displayed by the government and our team underscored the significance of this collaboration, laying a solid foundation for the transformative journey ahead
Infrastructure Installation
We are proud to announce that the critical infrastructure component of the project is well underway. Our teams have successfully deployed advanced ICT systems, including Huawei Micro Data Centers, HP servers, and Sangfor Firewalls, across both designated sites. The installation process has also included the setup of robust support systems such as precise AC lines, drainage, and essential power connections paired with 60KVA UPS installations and a robust Solar Power Solution. These components are pivotal in ensuring uninterrupted operation and optimal performance of the IFMIS system. This phase not only demonstrates our technical expertise but also reinforces our commitment to building a resilient, secure, and future-proof data center that meets international standards of reliability and efficiency.

In parallel with our infrastructure setup, our skilled team has commenced comprehensive training sessions and live demonstrations to ensure smooth system operation and knowledge transfer. These sessions include detailed, hands-on training on managing the newly established data centers, network configurations, and system integrations involving sophisticated tools like Huawei data centers and HP servers. Practical demonstrations have focused on real-time system management, troubleshooting, and maintaining high security through Sangfor’s virtualization and load balancing technologies. The initiative is designed to empower local personnel with both the theoretical knowledge and practical skills needed to manage these advanced systems independently, marking an essential step toward building local capacity and ensuring long-term project success. Our team’s enthusiasm and commitment are evident in every session, setting the stage for a sustainable transformation in public financial management.
